Haiti - Education : Towards the implementation of the curriculum reform
In accordance with the operational plan (2010-2015), the
Directorate of Curriculum and Quality (QCD) of the Ministry of National Education and Vocational Training (MENFP) is activated for the implementation of the curriculum reform, which should take into account the experiences and lessons learned from the Bernard Reform (initiated in 1979) and those of the New secondary.

A working meeting was held in this regard, between the leaders of the QCD and representatives of several technical directorates of the Ministry. It was to proceed with the completion and validation of documents prepared by the Directorate of Curriculum to lead this reform.

Participants were able to produce their remarks on the national strategy document for implementation of this reform, the terms of reference for the evaluation of programs and the Steering Committee of the project. The DCQ also intended to establish an operating schedule for the implementation of activities, including the launch of the Steering Committee of this reform.

For Ecclésiaste Télémaque, the Deputy Director General of the Ministry, the meeting is crucial for the next steps in curriculum reform. For his part, Pierre Cénatus, the Director of QCD, this meeting is part of the logic of a participatory approach that should lead to a consensual landing of this issue, following the post-earthquake observation, of the underperformance of students and significant deterioration of quality in the education system.

According to the strategy document prepared by the DCQ to enable the gradual implementation of the reform, the action plan should be spread over a period of five years at least.

This experiment is designed in five phases: institutional preparedness and Curriculum Framework (2013-2014), development tools (2014-2015), reduced experimentation (2015-2016), extended experimentation (2016-2017) and generalization (2018-2019).

A proposal that was favorably received by the participants. However, some concerns were raised, including issues relating to the organization of a single official examination; the profile of desired Haitian citizen in society and the language of instruction to adopt permanently.

A series of departmental forums and a national forum, bringing together various sectors involved in education, particularly stakeholders of the sector and specialists, should be held in the coming weeks, informed Aky Alix Nicolas, assistant director of QCD.

This reform must take account of new Information Technology and Communication (ICT) compared to the reform carried out in the 80s.
