For two months, the Deputy Jacques Stevenson Thimoléon, the new President of the Chamber of Deputies which replaces Jean Tolbert Alexis, has difficulties to mobilize the deputies. Since the plenary session of 21 January 2014, for the registration of political parties, the Lower House was unable to hold a productive plenary, while laws, whose many of them are priority and urgent, are accumulating pending a hypothetical ratification...

For lack of quorum caused by an absenteeism nearly universal of deputies all confused allegiance), the lower house was able to achieve in two months, only 3 convocations, even leaving unfinished the sessionelating to the formation of committees...

Before this legislative gap, the President Thimoléon attempts to explain these absences by the fact that the fourth and last legislative year and electoral year, the deputies prefer to stay in their constituencies with their constituents...

Given these facts, it seems probable, that the deputies are more concerned by their reelection, than by the need to legislate for the advancement of the country... a behavior that can be described as irresponsible.
