Haiti - Justice : Towards a better organization and more efficient operation of CSPJ
More than one year after the installation of members of the Superior Council of the Judiciary (CSPJ) as an organ of administration, control, discipline and deliberation of this power, Me Anel Alexis Joseph, Chairman of the CSPJ, closed past week in the presence of Javier Niño Pérez, Ambassador of the European Union (EU) in Haiti and Abubakar Touré, Deputy Director of the United Nations Programme for Development (UNDP), a Workshop on institutional diagnosis and capacity development of CSPJ for a better organization and a more efficient operation.

The challenge was to develop a strategic vision, to strengthen the administrative structures of the Superior Council and improve the functioning of the Courts of the Republic. Following this workshop, a roadmap was adopted, which traces the perspectives of priority activities in the short, medium and long term.

At the end of the workshop, Javier Nino Pérez declared, "For the EU it is essential that the CSPJ, as a pillar of the judicial system and the rule of law in Haiti, is in the best conditions to fulfill to the best and more quickly its role. I am pleased with the quality of the workshop and the strong support of the entire CSPJ for the consolidation of the organization [...] The support of the European Union takes place in partnership with the UNDP which has an expertise and extensive experience in supporting justice. Our action aims to support the CSPJ, but falls within the the full respect of the sovereignty of this institution."

This workshop is part integral of a ooperation project between the CSPJ, the EU and UNDP that unfolds over 12 months. Specifically, this cooperation will allow to develop strategic capabilities and actions of this young institution. This strengthening aims not only to improve the organization and functioning of the CSPJ, but also to improve the operation and regular control of the Courts to facilitate access to justice for Haitians.

The assistance and technical know-how of the European Union and UNDP help to mobilize a multidisciplinary team that provides expertise to initiate and accompanying capacity building and ensure that the process is paying off.

For his part, Abubakar Touré declared, "I congratulate the members of CSPJ and the staff of the Administration, which continues with energy and enthusiasm, this process of capacity development. This desire to acquire a strategic vision and meet to its challenges will have a positive effect on both the institution and the entire Haitian population."
