Haiti - Economy : End of the workshop on the economic growth strategy

Pierre Hérold Étienne, irector General of the Ministry of Economy and Finance (MEF), closed this week the workshop on the economic growth strategy organized by the MEF in collaboration with the Ministry of Planning and External Cooperation at the Hotel Montana https://www.haitilibre.com/en/news-10796-haiti-economy-important-seminar-on-economic-growth-strategy.html

This workshop aimed to highlight and confirm the potential and growth drivers, identify priority actions and reforms transversal and sectoral, to achieve to accelerate results; to propose arrangements for a framework of coordinated actions in order to maximize the impact of the budget and government action and exchange information and suggest mechanisms for greater coherence and synergy between the budget and private initiatives.

"[...] Haiti has adopted a vision. The Government is committed to pave the way for :

  • A society fair, just, inclusive and friendly ;

  • An economy strong, dynamic, competitive, diverse, open, inclusive and with a broad territorial base;

  • A society where basic needs are met ;

  • A unitary state, strong, responsible, deconcentrated and decentralized.

That is the path in which we are engaged, and we are pursuing with determination. Our basic choices have been made, namely:

  • The creation of wealth and jobs while protecting the environment and social development ;

  • A local national and international private sector. Preferred agent, creator of wealth and jobs ;

  • Regional and local development poles hence the choice of regions to structure and balance the socio-economic development and national planning ;

  • Social inclusion in all its forms, with an interest in women and children.

It is up to us to build our development strategy and this involves :

  • To define the basic conditions for a strong and sustainable growth ;

  • To identify and develop active development factors for maximum positive impact on the entire territory ;

  • To prioritize our actions in time realistically and voluntary ;

  • To find appropriate means of financing.

[...] In line of the Strategic Plan of Development of Haiti (PSDH), the Haitian economy must address the high rates of growth. This implies to us a coordinate action and smart choices. It also requires, for all stakeholders, namely the Government, Parliament, civil society, the technical and financial partners to work in perfect cohesion. The different branches of government must seek consensus to strengthen our institutions and maintain the necessary stability.

This workshop is a joint initiative of MPCE and MEF, jointly responsible for the preparation of the Budget, is an approach whose results should enable us to move more surely and together in the realization of our vision, I am rejoice of it !

During these two days, your work allowed you to:

  • Emphasizing the central role of the budget in the formulation and implementation of policies for growth and employment ;

  • To explore the experiences of other countries and to draw strong useful lessons for our country ;

  • Demonstrate the need for a good anchorage between social and economic policies in order to ensure their sustainability ;

  • Emphasize the importance of building a strong strategy to support the place of national companies, including Small and Medium Enterprises (SMEs) ;

  • Mobilize domestic and external financial resources, while developing innovative sources in terms of risk management and financing ;

  • Establish vectors to make available the knowledge and know-how.

[...] By enrolling in a perspective both vertical and horizontal, your work has allowed to emerge, among others: of ideas of actions, of measures, of projects likely to integrate the Public Investment Programme after a phase of extensive formulation and validation by sectors and then y the MEF and the MPCE.

Also, be assured that your proposals will be used wisely to feed the 2014-2015 budget, this for a better efficiency and effectiveness of government action.

Ladies and Gentlemen,

Together, let's build this prosperous and cohesive society.

Together, let's build this competitive and inclusive economy we project. [...]"
