Jules Cantave, the President of the Court of Cassation, invited electoral advisers to demonstrate ability in fulfilling their mission and warned "Expect corrupters that will make you exciting offers and prepare yourself consequently to push them firmly." Indeed, we find the unavailability of one of the nine (9) Advisers appointed A Presidential Order to this CEP. His absence being motivated by the lack to date of a decision by the Legislative Power regarding its representation in the said Council. Consequently, Honourable President, while deferring to the choice of the Superior Council of Judicial Power (CSPJ) to confirm my status to the new Electoral Council, you will allow me to wait that the regular conditions of a presence of nine (9) members, as intended by the Constitution within the Council be reunited before my swearing in.
