Haiti - Elections : The Core Group notes a new step in the right direction...
Sandra Honoré, the Special Representative of the Secretary-General of the United Nations in Haiti and other members of the international community in Haiti represented in the 'Core Group' (the Ambassadors of Brazil, Spain, United States of America, France, and the European Union, the Chargé d' Affaires a.i. of Canada, and the Special Representative of the Organization of American States) note with appreciation the installation on 21 July of four (4) members of the Conseil électoral provisoire (CEP), following the Presidential order of 14 July completing the membership of the Council of nine (9) councillors. These representatives also note the election of a new Bureau within the electoral institution. These developments constitute a new step towards the organization of the 2014 elections.

These representatives of the international community recognize the heavy task incumbent upon the members of the CEP in fulfilling their responsibilites in an impartial manner in the management of the electoral process and in the implementation of the electoral calendar. "To this end, it is in the CEP’s purview to ensure, in an independent fashion, the proper execution of the diverse activities foreseen in the electoral calendar and compliance with the highest standards to guarantee the Haitian people their legitimate right to select their representatives through free, transparent and inclusive elections. Such elections represent the only alternative for the political stability which will further the country’s economic development."

The Core Group reminds too all citizens that "civic particpation is indispensible for the holding of democratic, free and inclusive elections. Those who do not have a Carte Nationale d’Identification (CIN), and who wish to vote in the upcoming elections, are encouraged to register with the ONI through its network of offices and mobile units across the country."

The Special Representative of the Secretary-General of the United Nations and the Core Group encourage Haitian political actors across the political spectrum to come together in the higher interest of the nation in order to ensure the proper conduct of the electoral process. To this end, they express their confidence that the Senate will soon pronounce on the amendments to the electoral law.

The members of the Core Group reiterate their financial commitment and their technical, logistic and security support of the electoral process in order to strengthen good governance, the country’s democratic institutions and its overall stabilization."
