Haiti - Elections : The electoral process misses funds

Gaillot Dorsainvil, president of the Provisional electoral counsel (CEP) indicated that the CEP engaged now in the process of lottery to designate the 30.000 members necessary to the 10.000 polling stations distributed in 1.483 electoral centers. This process should continue until September 23rd. The president of the CEP, calls all the political parties approved to take part in this operation.

Dorsainvil regretted that in spite of the promises of financing of the elections made by the international community, the required funds are still not withdrawn.

Let us recall that on August 4th the Government, CEP, MINUSTAH and UNDP signed the description of the project envisaging a budget of 28.9 million dollars to finance the organization of the presidential and legislative elections. The Haitian Government will contribute to height of 7.03 million dollars to the electoral budget, besides the 992,862 dollars remaining of the preceding elections. Givers committed themselves pouring a contribution for the organization of the elections: the United States ($5 million), the European Union (€5 million) and Brazil ($500,000). The deficit of the electoral budget was estimated at September 1st to approximately 4 million dollars which should be filled by additional contributions soon.

In front of this lack of money, the president of the CEP insisted that "if the Centers of Operation and Checking (Centres d’Opération et de Vérification COV) are operational today, it is thanks to the funds of the Treasury". Finally, he indicated that for the campaigns, it is for parties, groups and groupings of parties that back to make a written request for funding.
