Haiti - Elections : The risks of frauds concerns the ISC

The risk of electoral fraud are at the heart of the concerns of the Civil Society Initiative (Initiative de la Société Civile ISC). It stressed that the critical points of the electoral system is the tabulation center in charge of counting votes, a location sensitive where the risks of frauds are high. At this point Professor Rosny Desroches, head of the ISC, recall that it is in this center there have been attempts to manipulate results in the presidential election of February 2006 and it is still in the same center, that several minutes have been unjustly quarantined thus distorting the results of the 2009 elections.
The head of the ISC said that if the tabulation center is the object of attention, the risks of fraud are not limited to this single issue, "Fraud may also be made at registration voters and preparing voter lists [Departmental Electoral Offices (Bureaux Electoraux Départementaux BED) and Communal (BEC) and BED] delays in the distribution maps for the Accreditation of observers and agents may also be additional opportunities for fraud. Professor Rosny Desroches reaffirmed the will of the ISC to be present at these various levels, deploring however that the access to the center of tabulation remains prohibited to all the local observers.
