A : Potential beneficiaries should take no action at this time and should wait until program details are announced by DHS in early 2015. USCIS will notify eligible petitioners directly. Q : Who might qualify for the HFRP ? A : Haitians with already approved family-based petitions may be eligible. USCIS will notify those petitioners directly. Q : If I am already in the United States, can I qualify without going to Port-au-Prince for my interview ? A : If you are already in the U.S. then you are not eligible for this program. Nor should anyone attempt to reach the United States illegally in order to attempt to participate in HFRP because such persons will not be eligible. We would like to use this opportunity to reiterate a clear message to anyone considering an illegal sea voyage to the United States: don't do it. Those trips are dangerous and illegal. Q : How much do I pay for the program ? A : Full program details will be announced by DHS in early 2015. We remind potential applicants to always be wary of possible fraud should anyone other than U.S. Citizenship and Immigration Services or the Department of State asks you to pay a fee for any immigration benefit. Anyone else who demands a fee is likely attempting to defraud you. Q : How/when will I find out if I have been selected for the interview/program ? A:The U.S. Citizen or legal permanent resident petitioner in the United States will be notified directly by USCIS or the Department of State's National Visa Center if their family member is qualified to apply. Q : Will all visa categories be eligible for this program ? A : No. Only family members with already-approved immigrant visa petitions can apply. It is important to understand that HFRP is not a new visa category, but an opportunity for those with an already-approved petition to emigrate to the United States up to approximately two years early. Note also that spouses, parents and young children of U.S. citizens already have no numerical limits to visas issuance and so they are not eligible for this program as their immigrant visas are immediately available. Q : Am I eligible for benefits once I get parole? What are my rights in the USA ? Can I work ? Will I need employment authorization ? A : Program details will be announced by DHS in early 2015. Wait for that information for details. However, parolees are eligible to apply for work authorization in the United States. Again, full details will be available in 2015. Q:Will the United States buy my plane ticket just like the Visa 93 derivatives ? A:No, the United States will not fund your transportation.
