Haiti - Diaspora : Good news for those affected by the lifting of the moratorium
Following the lifting of the suspension of removals to Haiti announced by the federal government on December 1 https://www.haitilibre.com/en/news-12636-haiti-canada-temporary-suspension-of-removals-lifted-for-haiti.html Kathleen Weil, Minister of Immigration, Diversity and Inclusion, highlighted the measures put in place in Quebec, in order to help the those who wish to apply for permanent residence in Canada on humanitarian grounds.

"Most Haitian nationals have settled in Quebec and we collaborate with Citizenship and Immigration Canada to streamline their processes. In addition, we selected partner organizations of the Ministry and we are committed to supporting them financially so that they accompany hese individuals in the preparation of their file," declared the Minister Weil.

Those affected by the lifting of the suspension of removals to Haiti have a period of six months, from 1 December 2014 to file an application for permanent residence on humanitarian grounds to the federal government. The Ministry of Immigration, Diversity and Inclusion and Citizenship and Immigration Canada (CIC) have established a joint procedure, which includes the issuance by the Québec of a notice on the integration process. This notice will be considered in the federal decision. The assessment made by Quebec in particular focuses on the employment integration, educational integration of children, participation in community life and respect for the law. "This is good news for people affected by the lifting of the moratorium. They can rely on Quebec to assess their integration process. We will pay due attention to the situation of each person," estimated Weil.

The Ministry has also targeted 5 organizations well known of Haitian nationals and located in Montreal, Laval and Montérégie (Maison d'Haïti, Service d'aide et de liaison pour immigrants La Maisonnée, Accueil aux immigrants de l'Est de Montréal, Carrefour d'intercultures de Laval et Carrefour le Moutier) so that they come to the aid of persons concerned regardless of their area of residence in Quebec. They will particularly assist them in their efforts, answer their questions and help them complete their file.

Procedure to be followed :
To file an application for permanent residence on humanitarian grounds, persons subject to the lifting of the suspension of removals must meet all the conditions set by CIC and follow the procedure established jointly with Quebec. These conditions and the procedure are explained on the Ministry's Web page https://www.immigration-quebec.gouv.qc.ca/fr/informations/suspension-renvois/index.html (available only in French) Are also available on this page the application form for the examination of the integration process of Ministry and a link to federal forms.
