Haiti - Reconstruction : IHRC, debts, PAPDA denounces

While IHRC is preparing today Wednesday, for its third meeting, Camille Charlmers, executive director of the Advocacy Platform for Alternative Development (Plateforme de Plaidoyer pour un Développement Alternatif PAPDA), regrets that since its creation, the Interim Haiti Recovery Commission (IHRC) has held only 2 meetings.

He believes that this commission is not able to respond to the crisis and denounced what he called "improper operation of the IHRC, an institution dominated by international financial institutions including the International Monetary Fund (IMF) and World Bank".

He also denounced the "big statement" of certain countries and institutions that should have translated their generosity, whereas in reality they are often the effects of listing and ongoing manipulation of numbers. As example, it quotes the case of the assistance of 380 million euros of France whereas 78 million this amount relates to a cancellation of debt.

Let us recall that the amount initial of the announced French assistance was of 306 million to which was added the 78 million of the debt already envisaged and approved before the seism. Read on this subject the revealing article which we had made before on the assistance of France to half price:

Regarding the Inter-American Development Bank (IDB) announced the cancellation of Haiti's debt [480 million], the director of PAPDA emphasizes that it is the United States who paid a lot of this debt.

A contribution from the United States will be deducted from the amount of U.S. aid as expected. They are constant duplications of the amounts "of assistance" in the file of the reconstruction. Another example, Europe announced an aid amount already included in announces of member countries [2 listings for the same amount].
