Haiti - Justice : Vast operation of embezzlement of PSUGO funds

After the fraud detected in April https://www.haitilibre.com/en/news-13579-haiti-notice-fraud-discovery-a-hundred-schools-involved.html the Unity of fight against corruption (ULCC) in an investigation conducted at the request of the Ministry of Education on 208 schools in Carrefour and 123 in Gros Morne in the Artibonite, beneficiaries of Universal Schooling Program Free and Compulsory (PSUGO) has brought to light a vast operation of embezzlement of program funds.

The investigation revealed in many schools, a number of pupils reported much higher than the actual number of students. For examples in Gros Morne a school has registered 132 students n PSUGO while the actual number of students was 31. In Carrefour, a school declared 218 students for an effective of 45.

Thus the subsidy amounting to 90 US dollars paid by the PSUGO for each student registered, is paid for fictitious students and fraudulently diverted by those responsible for these schools, with the complicity of the State executives, for the purchase of vehicles, homes or other property. The investigation reveals that it is the means chosen by the majority of schools responsible involved, to divert for their benefit thousands of US dollars of PSUGO.
