In accordance with its commitments to deliver to all teachers a Provisional Teaching Permit (PPE) following the census in September 2014 to allow the creation of the National Register of teachers, the Ministry of National Education has released the list of teachers holding to date a PPE (by Departmental Directorate of Education).

The PPE is a key tool for the enhancement of the teaching profession, since now without this permit, no person may have access to a classroom as a teacher.

This new provision is part of the actions undertaken within the framework of the current reform for the improvement of education quality and governance of the system, especially in the Presidential Decree of 2 September 2014 concerning the 12 measures at its Articles 1 and 2.

This legal text is also a result of the Decree of 21 March 2014 from the Prime Minister Laurent Lamothe on the particular status of educational staff that stipulates in Article 21 that "all teaching staff must hold a Teaching Permit (PE), which attests of their skills and abilities to practice the teaching profession."

While waiting to have a PE, the teacher who participated in the survey by filling out the inquiry form on the exercise of his profession, has a PPE and has two years to fulfill all the conditions entitling get the PE.

In summary, the PPE is a notice of conditional eligibility exceptional issued to any active teacher in the classroom, identified during the survey of 26 September 2014. The PPE holder must follow the certification process allowing it to have right after its file, to the type of Permit to Teach suitable to its profile.

Note that a teacher holding a PPE is automatically eligible for obtaining the Card education advantage (CAE) giving access to several privileges.
