Haiti - Elections : 1st round completed in particularly difficult conditions

Sunday, August 9, 2015, 4 hours after the official closure of the vote the Citizen Observatory for the Institutionalization of Democracy (OCID) was able to collect from its network of over 1,700 observers deployed in the ten departments of the country, data for about 67.37% of the national sample, randomly selected and representative of the polling stations retained to assess the election process. This represents a total of 1,156 voting centres, out of the 1,716. The margin of error is +/- 1.6% at a confidence level of 95%.

Brief assessment of the election day :

The analysis of data collected by our observers show that:

1. In 91.61% of polling stations, voting procedures were explained to voters ;

2. Special measures have been taken to facilitate the vote of voters whose situation requires: in in 71% of BV for pregnant women, in 83.13% of BV for the elderly and 64.35% of BV for the disabled;

3. Among the irregularities in the voting process, it should include: interruption of the voting process in 14.22% of polling stations, incidents of violence recorded in 9.71% of BV, armed people burst into 6.07% of polling stations;

4. The time of close of polling was relatively respected: it is between 4:00 and 5:00 PM to 56.48% of polling stations. It is found that 40.30% of BV have closed before 4:00 PM. If voters were still in line with the closure of 17% of BV, 62.69% of them were able to vote anyway;

5. The closing procedures were followed by members of the BV to 90%. The votes were counted in 97% of polling stations. However, the count could not be done in 2.97% of polling stations for various reasons, including the absence of light (0.35%), violence (2.18%) and other causes (0.44 %). The minutes were signed by all parties concerned, including representatives of political parties present in 95.12% of polling stations, voters had their fingers marked with indelible ink;

6. As for the opening the morning, the political parties and groups have a significant presence at the close of voting. Three or more political parties were able to observe the counting of votes in 87.89% of polling stations [...]
