Haiti - Politic : Towards a better management of borders
The Ministry of Economy and Finance proceeded recently, to the installation of the Technical Commission of Borders (CTF). This Commission, created by decree, is composed of Max Antoine, Executive Director, Joseph Lesly Sanz and Marc Kernizan, members of the Technical Secretariat, will involve in varying degrees ten Ministries : Interior, Economy, Defense, Agriculture, Commerce, Justice, public Works, Tourism, Environment and public Health.

It has the responsibility to promote an integrated management of activities at the country's borders in order to streamline and improve the performance of public and private operators by setting up a structure to facilitate security and people control mode and goods while improving tax revenues.

Its establishment meets the demands of the private sector business associations and trades operating in border areas. In addition, it reflects the government's desire to support Haitian producers while now ensuring the strict and effective control of all commercial movement especially along the border that we share with the Dominican Republic.

This Commission, which will have the financial resources to carry out its tasks, according to the Finance Minister Wilson Laleau, aims to reach progressively an integrated border management. For this, a common disciplinary policy is needed in ministries and official bodies operating at the borders.

The work of the commission will be conducted in four phases:

Establishment of the guarantee fund for loans to trans-border transport companies;
Strengthening and supporting the Customs Surveillance Body;
The introduction of a new transfer device at the border point Malpasse/Jimani, Ouanaminthe et Belladère ;
Strengthening of the Task Force to fight against smuggling and other forms of illegal trafficking within the Haitian border.
