The Office of Management and Human Resources (OMRH) held an important meeting on the overhaul of the organic laws of 6 regalian ministries with experts mobilized by the European Union through the State Building Contract Program (SBC) and the Directors General of relevant ministries: Planning and External Cooperation, Economy and Finance, Interior and Local Authorities, Justice and Public Security, National Education and Vocational Training and Foreign Affairs

This meeting was an opportunity for the OMRH to present to directors general of ministries, the experts from the SBC project in support to the overhaul of organic laws. During the meeting, the Experts have also taken advantage to expose to the Directors General their objectives, the scope of the mission and their work methodology and respond to questions for clarification.

Under the leadership of OMRH, the organizational audit will be conducted by Experts during the months of August-September 2015 at the level of these six ministries. Each Ministry will identify and designate a person to facilitate the full success of the diagnosis and appropriate the approach and driving techniques of the organizational audit used by the experts.

Facilitating the meeting, Uder Antoine, General Coordinator for the OMRH, stressed that the organizational audit is of great importance for the renovation of the organic laws of the ministries. During the meeting the guidelines for functional analysis of the ministries were discussed and emphasis was placed on the expected results of this mission are to: 1) analyze and propose a modernization strategy for concerned ministries 2) Assist to the overhaul of organic laws.

The mobilization of experts from the European Union for the implementation of this audit is a first step. Following this diagnosis, a common reflection will be organized between the Directors General and experts from the SBC program on the implementation of a new organizational structure. This reflection will also serve as a basis to establish an organic law adapted to the tasks and responsibilities of each ministry.

Recall that the State Building Contract (SBC), funded by the European Union, is a budget support program to the construction of the Haitian state to contribute to the realization of key reforms in three priority areas: the modernization of administration; the reform of public finances and education. The program aims in particular to support the strengthening of the governance of the Haitian State, through a support to the Framework Programme of the State Reform (PCRE) and the modernization of the public service.
