Haiti - Technology : Reactions of the DIGICEL to the results of tests of CONATEL
At a press conference, Jean-Marie Guillaume, Director General of the National Council of Telecommunications (CONATEL), announced Monday the results of a series of tests conducted Aug. 4 to 12, 2015 in the Western region, on the quality of mobile phone service. https://www.haitilibre.com/en/news-15795-haiti-technology-services-of-the-natcom-better-than-those-of-the-digicel.html

The conclusions of this audit revealed among other things that the two operators have almost similar service quality with a slight lead for Natcom; However these tests indicates that the Natcom onluy use UMTS to 15% and must still improve the network with respect to the Digicel which uses it to 85%. Besides these tests emphasize that Digicel will have to reduce the failure rate and cuts observed on its network. Natcom has in addition a best data transmission rate that Digicel. However, the two operators, with speeds between 500 Kbps and 1.2 Mbps are below the international threshold, whose minimum is 2 Mbps.

Reacting to the publication of the results of these tests, Digicel in a statement wanted to provide some clarification "[...] On the date when these quality studies were carried out, ie in the month of August 2015 we were in the deployment jobs of additional sites GSM/UMTS, this phase is completed and although the service quality is improved, (our measurements show us ahead on all indicators since October 1, 2015) Digicel Group has decided to grant to Haiti an unbudgeted additional amount, of $20 million additional in investment to be made before March 2016 in order to continue to meet the growing demand despite difficult economic conditions."
