"Students, faculty, staff and executives of the UEH are deprived of essential services, such as, inter alia : the issuance of certificates to employees and their families in need of health care under the insurance coverage of the civil service; the distribution of salary checks to many employees who had not removed them, the accompaniment of the students in their efforts to pursue their studies abroad, etc... The community of UEH comprising over 30,000 members, the CLE wondered how to explain that a minority of individuals can take hostage the vast majority so easily ?"
