Haiti - Humanitarian : $2M of emergency aid for binational crisis
The Central Emergency Response Fund (CERF), managed by the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) has allocated nearly 2 million US ($1,986,864) to meet critical humanitarian and protection needs of people of Haitian origin repatriated, deported or back "voluntary" from Dominican Republic.

Concerned about the current situation of migrants at the border between Haiti and the Dominican Republic, the humanitarian country team in Haiti, through its Resident Coordinator and Humanitarian Coordinator Mourad Whaba, pleaded in favor of a allocation of CERF resources to meet the most urgent actions of the people crossing the border in this crisis underfunded.

Funds allocated by the CERF will be used to cover increased protection and humanitarian needs that were created with the arrival of tens of thousands of migrants from the Dominican Republic in the Haitian municipalities along the border since June 2015 https://www.haitilibre.com/en/news-16583-haiti-dr-more-than-7-000-haitians-back-to-haiti-january-2016.html https://www.haitilibre.com/en/news-16326-haiti-social-more-than-129-000-haitians-have-left-dr-in-8-months.html The response will help prevent a worsening humanitarian crisis reinforced by an environment of violence and the cholera epidemic.

Moreover, this fund will ensure the protection and basic services to people returning from the Dominican Republic (returnees, deported or voluntary) especially the most vulnerable migrants, people born in the DR and those victims of trafficking on Haitian territory. Three organizations are the main recipients of CERF funds, including the United Nations Children's Fund (UNICEF), the International Organization for Migration (IOM) and the High Commission of the United Nations for Refugees (UNHCR).

Note that currently, 60 humanitarian organizations are implementing projects and programs in 19 Haitian communes located along the border with the Dominican Republic, including 34 international NGOs, 10 national NGOs, 6 UN agencies, 5 government institutions, 4 Red Cross movement and 1 international organization. In addition, 29 partners implement programs and projects in the field of food security and nutrition, 20 in disaster management, 16 in health, 14 in the water hygiene and sanitation sector, 14 in the protection and 2 in management of shelters.
