The first fisherman was found Monday off Tiburon, lying weakened in his canoe (Bois-Rond). The other two, who were out fishing on a "two-seater boat" were rescued the next day, off the island of Navassa "The wind direction and knowledge of currents allowed me to lead out the two operations," said Joseph Roby.
Recall that besides the civil protection committees, the National Risk Management System, has a network of over 2,000 volunteer brigadiers trained and for first aid actions, clearing, rescue in water and urban areas.
