Haiti - Elections : Draft outline of the Commission of electoral verification
As announced Tuesday https://www.haitilibre.com/en/news-17141-haiti-elections-verification-commission-beginning-of-consultations.html , President a.i. Privert met with representatives of political parties and civil society around the establishment of the Commission of electoral verification.

The Provisional Electoral Council (CEP) having reported some political blockage that prevents resumption of electoral activities, the Head of State has found it necessary to sit down with the various political actors in view of a real consensus shared around the formation of a Commission of electoral verification.

Except a few, all political parties and groups that participated in the 2015 election sent their representatives to the National Palace around the discussion table, including, Verite, Pitit Desalin (who did not follow the watchword of G8 https://www.haitilibre.com/en/news-17141-haiti-elections-verification-commission-beginning-of-consultations.html not to participate), Fanmi Lavalas, MAS, Pont, Platfòm Jistis, Lide, G30, INITE... The civil society the National Defense Network Human Rights (RNDDH), the Civil Society Initiative (ISC), the Haitian Council Non State actors (CONHANE), the Coalition of Haitian Youth for Integration (COJHIT) were also represented.

Several proposals around the mission and of statutory activities of the Commission, the duration of its mandate, its constitution and the responsibility of political actors, were made by the various parties.

The parties have once again reiterated the need to implement this Commission of electoral verification which will have to do among others (according the known terms) :

  • Consult the CEP, the political parties having designated a presidential candidate, sectors and stakeholders concerned primarily by the 2015 elections ;
  • Examine, on the basis of the recommendations of the Evaluation Independent Electoral Commission (CEEI), the various parameters of electoral operations ;
  • Evaluate the various decisions taken by the judges who sat in the Office of the Departmental Electoral Disputes (BCED) and to the National Office of Electoral Disputes (BCEN) ;
  • Recommend to officials of the executive power and the CEP all measures to ensure the authenticity of the results of the 2015 elections and to restore the confidence of stakeholders in the electoral process to continue.

The meeting between the Head of State and representatives of political parties and civil society has enabled the creation of a committee composed of Yvon Feuillé (Fanmi Lavalas), Paul Denis (INITE), Me Evelt Fanfan (Pitit Desalin), Nelson Flecourt (G30), of two representatives of the Civil Society, Pierre Espérance (RNDDH) and Alain Alfred (COJHIT) and two representatives of the Presidency.

This committee will work on the formatting of an already prepared document outlining the terms of reference of the Commission of electoral verification.
