Haiti - Politic : Flag Day, Privert speech in Arcahaie
This Wednesday, May 18, the town of Arcahaie welcomes the celebration of the 213th anniversary of the creation of the Haitian flag in the presence of the Head of State provisional, Jocelerme Privert, accompanied by Prime Minister Enex Jean-Charles, of Ministers, State Secretaries, Directors General, members of the diplomatic corps, President of the two chambers, and various personalities of national life.

After the presidential anthem, flag raising, national anthem sung by James Germain, wreath laying at the foot of the statue of Jean-Jacques Dessalines and on the Square Catherine Flon, the religious ceremony at the Church of St-Pierre of Archaie, President a.i. Jocelerme Privert delivered his speech on the official stand.

Excerpts from speech of President a.i. Jocelerme Privert :
"[...]

this is a moment where the Head of State as the guarantor of the proper functioning of the common Republic must bring the comforting word, the life-giving word to supply the national soul while urging girls and the son of the country to rise to the height of this glorious past.

[...] I would like to register my intervention beyond the transition. I plead with all my
wishes that this May 18, 2016 marks the beginning of an actual walking towards a real reappropriation of patriotic and Republican values.

[...]

We must today ask this generation some questions: Haiti, Haiti my country, your country, our country does is in its place today 213 years after the creation of the national bicolor ? Do we have done everything necessary to follow the ideal Dessalinien ? Will we continue on this dangerous path of division and strife, without showing our ability to build a Nation project, talented founder, of good will and energy we have ? For how much longer we'll let categorize us as one of the poorest countries in the world as the only least developed country in America ? For how much years we will continue find us among the 10 most corrupt States in the world ? For how long Haiti will have a lower level of economic growth below the level of population growth, which means an absolute impoverishment of our citizens ?

The time has come to say no and bring the answer to these important questions.

[...]

our Nation in this 213th anniversary of our bicolor faces many threats and the university itself is not immune, it faces the biggest crisis in its history [...]

[...]

We can not continue the 'Chire Pit' again, who return each day a little further the efforts made to see the country out of poverty, out of hunger, underdevelopment, insecurity and unemployment .

It's true that I'm here for a short time but I consider my mission at the head of a State as an opportunity for the country for once and for all we end up with crises and political instability.

Remember that since November 2015 to arrive at February 2016 many candidates were angry, the people were in the street, tires were burning here and there, there was violence everywhere, which has caused several members of CEP resigned and elections were forced to be postponed.

[...]

February 5th we signed an agreement to prevent the country from falling into an institutional vacuum, to avoid a more serious crisis, it is like that in the spirit of the agreement of 5 February I met with all the political stakeholders [...] and we built a consensus government with a brand new CEP [...] and all the actors we met told us to go back to the elections, we must create a Verification Commission. That with great courage, great determination, with force, we arrive at make it clear to all our partners, all stakeholders that it can not be any elections in the country, if this Verification Commission does not shed light on what happened on 25 October.

We say that there can not be political stability in the country if there is no genuine elections, credible, transparent and democratic elections that are realized.

This what makes today there are 9 countrymen despite the threats, the risks have accepted to chair a new CEP.

We give a big hats to the 5 integrates compatriots who agreed to come to work to shed light within the Verification Commission.

[...]

Haitian people, I ask you to understand what happens when a person sat at its house request to another to take up arms to attack a police station and kill police officers, it has no other names: these are bandits, criminals, smugglers...

We believe in democracy, in the law, in the respect for human rights, but we will not tolerate any anarchist, assassin, bandit, smuggler, criminal [...] the police has the order to track these bandits and criminals to bring them to justice.

Criminals, either those who took up arms, killed police officers, stole money from the State, which does not do their job the State has entrusted to them, they have to return the money they took in State hands.

Honest elections, credible and popular participation is the only guarantee of peace and stability in the country of Haiti.

[...]

We say to the CEP, the people expect your electoral timetable. We ask that the Verification Commission that has one month to do its job, the people expect the results of the work, so that the electoral process can be revived; so that within a short time, we have an elected and installed President, the Chamber of Deputies and the Senate are completed; that mayors are installed, so that the country ends with the crisis.

[...]

we must be honest with us [...] my mandate, in this short term, is to organize elections, good elections, honest, transparent and democratic to lead the country on the road to stability and development. Whatever the difficulties I encounter, I never forget my responsibilities [...]

[...]

The motto that is inscribed unity is strength is the key to our success as a people to unite, it is necessary that be established trust and for having confidence, we must talk and work together to find solutions to our problems. It is in this perspective that as we move forward together to finalize the electoral process and to meet the wishes of a significant portion of the national community, I have instructed my immediate collaborators to launch as of this week the national dialogue [...] to discuss the real issues that plague the entire population while the CEP advance on the electoral timetable [...]

Dear compatriots I pledge once again solemnly to put all my energy and skills of more than 37 years in the public service of my country, so that our country emerges stronger and more united from this crisis.

I pledge to do everything possible so that we have a President elected as soon as possible this year [...]

That the spirit of our ancestors who left us this Patrie guide us [...]"
