In a study, the experts of the Electoral Observation Mission of the European Union, carried out the analysis of the methodology, statistical findings (relevance, reliability, performance) and conclusions of the report of the Independent Commission of Electoral Evaluation and Verification (CIEVE) on the elections of 2015.

The EU-EOM notes that the report does not prove that serious fraud or irregularities have occurred with an impact on the ranking. It continues by saying that "The main objective (and the main conclusion) of the report is another, it tries to demonstrate, based exclusively on the analysis of archived documents at CTV, that it is statistically impossible to completely rule out the possibility that hypothetical massive irregularities or fraud had an impact on the results likely to change the positioning of the main candidates [...] Since the CIEVE does not prove fraud, this perspective, this implies a presumption of fraud or serious massive irregularities."

One found on reading this study that the CIEVE does not hesitate among other things, to change the criteria of the electoral decree to eliminate almost all PV; to add new criteria not included in the electoral law; see not to ask the CTV documentation such as the PV of deficiencies (it claims is virtually non-existent, which is not true) and yet on which it bases its conclusions...

"It is extraordinary, and against any coherent concept of justice, that the CIEVE grants itself the authority to change the provisions of the electoral legislation: its adaptation goes, obviously and by its own admission, well beyond a simple interpretation. It is all the more extraordinary that it considers the compliance of the electoral process, which took place in accordance with the law, against its new conceptualization of the decree," wrote the EU EOM in its analysis.
