Haiti - Security : 1,324 people have been shot dead
A report from the National Defense Network Human Rights (RNDDH) published recently reported a high number of people shot dead in the streets of the capital and provincial cities. "From January 2015 to June 2016, at least 1,324 people people have been shot dead, an average of 74 victims per month and more than 2 victims per day." Also, the organization states that PNH officers are not spared, for the same period, "at least 76 of them have been affected by this wave of insecurity. Among them, 38 were wounded or harmed and 38 others were killed, including one with knives and 37 by bullets. Thus, over 4 police officers are physically affected each month and more than 2 of them are killed."

Regarding the size of the National Police of Haiti (PNH) the RNDDH states that "The theoretical size of the PNH, to 28 June 2016 is 13,825 officers including 1,747 women, or a representation by gender of the order of 87.37% men against 12.63% women. The PNH officers are distributed as follows: 12,626 agents of the administrative police and specialized units, 1,168 officers of the Directorate of Prison Administration (DAP) including 141 women. 360 firefighters including 140 in uniform," adding that from this workforce, we must remove 1,196 agents who, for one reason or another illness, studies, travel, accidents, protective measures, detention, etc... are not in post, the latter are 34 DAP officers including three 3 women and 1,162 agents of the administrative police and specialized units, including 97 women...

Still regarding the effective of PNH, it is reduced by 399 police officers who are detached to the state authorities: Ministers, Parliamentarians, Judges, Parquetiers, municipal magistrates, etc... what makes the security of the Haitian population is ensured by 11,062 PNH officers who are distributed, mostly in large cities, as the police force is only present in 8% of communal sections.

Regarding the operating conditions of Police Station and Sub Police Station ou country, some are provided with adequate working equipment, are housed in standard buildings with dormitories, while others are in dilapidated buildings and dirty, without any operating material. Today for the 135 Police Station and 77 Sub Police Station, 17 Prisons and 9 Antennas, the PNH has a fleet of 1,250 vehicles whose the majority is concentrated in the capital and major provincial cities.
