While François Anick Joseph, Minister of Interior and Territorial Communities has constantly reminded to national and local elected officials, staff of the central and territorial public administration of the State, national and international partners and the general public, that the National Emergency Operations Centre (COUN), is the first responsible for the receipt, coordination and management of public assistance both domestic and international and is responsible for making the distribution of aid in the various Centres of Departmental Emergency Operations;

It seems that beyond of assertions of coordination, of control and rigor to avoid partisan excesses, the government makes accomplice of aid distributions with political flavor, recognizing not even know to whom the aid is distributed ...
