In the framework of South-South cooperation, from 5 to 13 November 2016, a large Haitian delegation, composed of members of several ministries, the legislative power and members of civil society, accompanied by technical assistants of the European Union will be in Abidjan (Ivory Coast) for an one-week study mission.

Part of the budget support program for the consolidation of the State (SBC) of the European Union, this trip aims to equip the responsible of the administration of preparation tools and evaluation and monitoring of the different budget support programs financed by the European Union.

This mission is an example of "South-South cooperation" between the Caribbean and Africa - supported by the "North" - since it creates spaces for exchange of practice in the conduct of national cooperation programs on State reforms.

A preparatory meeting was held on Friday, November 4, 2016 during which the program manager of the Delegation of the European Union, Maarten Vergauwen, and the Coordinator of the Office of the National Authorising Officer (BON), Edouard Excellent, met with members of the Haitian delegation.

In his speech, Maarten Vergauwen, who represented the Ambassador of the European Union, Vincent Degert, stressed the importance of mutual exchange that should guide participants "both countries are quite similar and each can learn from the experience of the other. Haitian participants have been encouraged to share their own experiences and to imbibe the Ivorian experience so that they can share to their return to their respective structures," he also stressed the need to acquire "a broad knowledge of the mechanisms of budget support to reach a fruitful structured dialogue between the executive, legislature and civil society on the ongoing reforms in the Haitian State."

Composition of the Haitian delegation :

The Haitian delegation is composed of representatives of the Office of National (BON), the Ministry of Economy and Finance, of Ministry of Planning and External Cooperation; of Ministry of National Education; the Office of Management and Human Resources; of the National Commission of the Reform of Finance Public-Governance economic to the Executive; of Senate and the Chamber of Deputies; of Group Croissance for the Civil Society and technical assistants of the European Union.
