Haiti - FLASH : Preliminary results 1st round - Elections 20 November 2016
In the evening, at the CEP premises in Pétion-ville, under strong protection, the Provisional Electoral Council (CEP) gave a press conference (which had been scheduled since 11 am).

Pending this conference, during the day, the situation was tense in the metropolitan area, a group of violent individuals took the street wanting to go to the headquarters of the CEP in Pétion-ville via the road of Bourdon, on their way breaking windshields, throwing rocks... shots were heard in the area of Nazon. Barricades were erected... finally the demonstrators were not able to pass Bourdon.

It would seem that part of this delay is due to the fact that certain advisers refused to sign the preliminary results, remember that 6 of the 9 members must sign.

At 7:30 pm, Richardson Dumesle, communications director of the CEP said "electoral advisors are still deliberating."

At around 9:30 pm, the advisers have finished deliberating at the hotel Karibe, at 9:45 the advisers arrived at the headquarters of the CEP in Pétion-ville...

At 10:30 pm, 8 advisers entered the building, CEP President Léopold Berlanger was present.

The reason for the results late this evening is because of a "democratic work" according to Léopold Berlanger, and he said he was anxious to respect the date of Monday, specifying that he did not want to give results in the night...

3 advisers did not sign these results, Kenson POLYNICE, Josette JEAN DORCELY, et Jean Simon SAINT-HUBERT.

Finally, the Executive Director of the CEP read out the preliminary results for the presidential elections of Sunday 20 November.

  • Jovenel Moïse, « Parti Haïtien Tèt Kale » (PHTK) - 595,430 votes 55.67%
  • Jude Célestin, « Ligue Alternative pour le Progrès et l’Émancipation Haïtienne » (LAPEH) - 208,837 votes 19.52%
  • Jean-Charles Moïse, « Pitit Dessalines » - 118,142 votes 11.04%
  • Maryse Narcisse, « Fanmi Lavalas » - 96,121 votes 8.99%
  • Jean-Henry Céant, « Renmen Ayiti » - 8,075 votes 0.75%
  • Edmonde Suppice Beauzile, « Parti fusion des sociaux-démocrates haïtiens » (FUSION) - 6,812 votes 0.64%

According to the electoral calendar this stage "publication and display of the preliminary results President + Legislative 1/3 senate" was scheduled for 1 and 2 December, the next step on the calendar is the "Filing of challenges President + Legislative 1/3 Senate" 3 to 5 December, the "Treatment of challenges at BCED" is scheduled from 6 to 17 December, and the "Display of the BCED Decision" is scheduled for 18 December.

Then will take place the "Filing of challenges BCEN" from 19 to 21 December, followed by the "Traitement Contestation BCEN" December 22 to December 26, the "Display decisions BCEN" is scheduled for 27 December, the "Preparation of final results after litigation" will take place on 28 December and "Publication final results President + Legislative 1/3 Senate (1st round)" will take place on 29 December 2016.
