Haiti - Elections : Minutes removed, CTV gives explanations
Monday evening, at the press conference, the Provisional Electoral Council (CEP) gave some clarification on the elements used to establish the preliminary results of the presidential election indicating that 118 minutes had not been received by the Votes Tabulation Centre (CTV), 1,252 PVswere quarantined, 10,618 PVs were included in the tabulation. There were 1,069,646 valid votes and 58,120 votes void in the elections of last November 20th.

In addition, Robinson Chérilus, the Director General of the CTV, gave explanations on the minutes

"[...] Out of a total of 11,988 minutes, 22% were subjected to a thorough review, after which 1,252 PVs were quarantined, representing 10% of total"

Contrary to the denunciations of the representatives of the parties, Robinson Chérilus affirmed on the contrary that the minutes were of good quality, which facilitated the work of tabulation before explaining "[...] if there were visible signs of irregularities in the minutes they went through a more thorough verification process in the CTV compliance unit [...] we had approximately 22% [2,613] minutes that have been thoroughly examined and of which we have discarded 1,252 PVs that have not been accounted and the 1,361 others after audits were found to be receivable and recorded in the preliminary results.

The main reasons why a PV was set aside and not entered in the count for the preliminary result are three: the CIN that the voter used does not match the CIN it registered to participate in the elections; Absence of CIN on the enrollment list [...]; vote data that have not been reproduced on the PV [...]

To appreciate this in-depth work we have constructed a model sample so that we can see the quality of the work that was done at the polling stations in the production of these PVs. On the 221 we analyzed, we realized that three members out of three of the Polling Stations have always signed PVs, for the presence of # of CINs without signature [or fingerprint] [...] in the enrollment lists we found that it is only 1.71% of voterswho put their CIN but not their signature, representing 514 voters out of a total of 29,981; Similarly, there are voters who voted and signed and whose CIN # is absent on our sample we found that it is only 121 voters who are concerned on 29,981 or 0.40%; It gave us a good idea of the quality of the work that was done at the level of the Members of the polling stations (MBV) [...]"
