Haiti - FLASH : BCEN rendered its final decision

"[...] The Office of the National Electoral Litigation (BCEN), after deliberation in the Chamber of the Council, acting in accordance with the Decree of 2 March 2015 in force without appeal. Said and declares that after analysis of the 12%, or one thousand five hundred and sixty (1,560) Minutes at the Vote Tabulation Centre (CTV), it does not detect any massive fraud but irregularities which can not affect the electoral process.

Enforce in part to the request of candidates contesting the sieur and dame Jude Célestin, Jean Charles Moïse, Maryse Narcisse by ordering the CTV to discard the following minutes [list of 70 PV's];

On the other hand, orders that the minutes recorded in # [list of 8 PVs] be counted.

In consequence, orders the CTV to count votes for the presidential elections and to give useful follow-up.

Rejects the application of article 239-1 of the electoral decree in force for not to be seized by the CEP of the invalidation of power [...]"

Recall that the decision of the BCEN is without appeal for the protestors.
