Haiti - Security : PNH is preparing for the gradual withdrawal of Minustah
As part of the activities of the Haitian National Police (PNH) Implementation and Monitoring Committee (COMOS), some 60 personalities of the PNH, of embassies from friendly countries and donors (France, Canada, the United States, Brazil, including in addition to this meeting Japan and Argentina) and the United Nations Stabilization Mission, recently met mainly around the issue of the aftermath of Minustah.

"In the perspective of the gradual withdrawal of Minustah, which could be announced by the Security Council in April, it is imperative to focus on concrete projects and achievable in the short term [...]" declared the Commander of the United Nations Police Component (UNPol), General de Brigade Monchotte at the opening of the meeting.

A withdrawal that could occur at the time when the PNH is presented by its Director General, Michel-Ange Gédéon as a "engine that works at full speed" however, the police institution "must still grow and strengthen", pleads the new PNH Strategic Development Plan 2017-2021 https://www.haitilibre.com/en/news-20184-haiti-news-zapping-politics.html , which was presented to donors at this meeting. This plan, which seeks to perpetuate the achievements, is aimed at increasing staffing and capacity building.

Divisional Commissioner James Boyard, one of the actors in the new plan, said that "the new strategic document has been drawn up with a view to greater ownership but also with a view to empowering the PNH in the process of withdrawal Of the Minustah."

3 other components were presented to donors:

The Head of the Coast Guard Unit presented a plan to strengthen its unit to increase the number of personnel and appropriate equipment;

The consolidation of the Border Police Directorate with a view to protecting the national territory against organized crime;

The reinforcement plan of the Directorate of Prison Administration (DAP) while Haiti has only 3 penal establishments respecting the standards. All the other prisons in the country are the legacy of the former armed forces of Haiti.
