Haiti - Politics : The Executive against the renewal of the mandate of the UN Independent Expert
The decision of the Executive not to support the renewal in 2017 of the mandate of Gustavo Gallón, the Independent Expert Council of the United Nations Human Rights on the situation of human rights in Haiti, under the pretext of the need for Haiti to regain its independence, provoked strong reactions at the organizations for the promotion and defense of Human Rights in Haiti which states in a note :

"[...] We wish to draw the attention of all to the fact that the mechanism by which the independent expert analyzes the general situation of human rights in the country before presenting before the Human Rights Council Of the United Nations, a detailed report accompanied by recommendations, does not constitute a threat to the independence of the country [...]

[...] We consider that any decision by the Executive to no longer support the mandate of the Independent Expert on the human rights situation in Haiti should be taken in consultation with the organizations of civil society.

We believe that this mechanism, important for the country, is capable of forcing the authorities to make formal commitments to improve the quality of life in Haiti. That is why we intend to express our unconditional support for the renewal of the mandate of the current independent expert on the situation of human rights in Haiti for the year 2017 [...]

[...] In addition, the renewal of the mandate of the Independent Expert for another year will better define how the Haitian government will continue to work with the United Nations High Commissioner for Human Rights, particularly in a context socio-political and economic conext and the withdrawal of the Minustah [...]"
