In the presence of former President Prosper Avril, members of the Government, parliamentarians, members of the Diplomatic Corps, senior executives of the Haitian National Police (PNH), the Directors General of the National Theater and the National School of Arts, members of the Palace Fanfare, of their friends and families, the ceremony allowed to pay tribute to M. Blain and several members of the Fanfare of the National Palace: Gérard Pierre, Divisional Commissioner; Jean Christian Chrisostome, Senior Commissioner; Quesnel François Bazelais, Divisional Inspector; and Reynold Joseph, Divisional Inspector, who each received a Plaque of Honor.

"These people are witnesses to the national history, the history of all the ceremonies, of patriotic marches in Haiti," said the Head of State who recalled the great tradition of music in schools and stressed the need to renew efforts to develop talents in school environments adding "Haitian music is the permanent ambassador of Haiti. We can not imagine Haiti without our musicians from the musical groups and the National Palace Fanfare, notably Iphares Blain."
