Haiti - Army : Haitian lawyers' league condemns government action

In a note signed by Osno Moncher Coordinator of the League of Haitian Lawyers for the Promotion of the Defense of Human Rights (LJHPDDH), the League takes note of the recruitment of the first class of soldiers, launched by the Ministry of Defense on July 17 https://www.haitilibre.com/en/news-21481-haiti-flash-the-army-recruits-call-for-candidates.html and extended until Tuesday, July 25, 2017 https://www.haitilibre.com/en/news-21566-haiti-notice-military-recruitment-extended-registrations.html

The League of Haitian Lawyers condemns the way the Government is proceeding for the remobilization of the army, stressing that the first step should have been the appointment of a High Military Staff in charge of organizing this recruitment. It recalls that the amended Haitian Constitution of 1987, in its articles 264.1, 264.2, 265 and 266, prescribes who shall command the armed forces of Haiti, the manner of proceeding for the appointment of the Commander-in-Chief and the powers of that army.

Moreover, the League disapproves of the centralization of recruitment, which is done only in the commune of Gressier and recommends the Government to respect the Constitution.

To this end, it encourages the Head of State to appoint as quickly as possible a Commander-in-Chief in order to avoid any suspicion and prevent the seizure of a political sector on the new armed force of Haiti.
