Haiti - Elections : Publication of final results of the first round on January 31 ?
"According to the latest information that we have, the Provisional Electoral Council (CEP) has apparently intend to announce the final results of the first round on January 31 in order to organize the second round in mid-February", has indidated Alain Le Roy, Under-Secretary-General for Peacekeeping Operations at the United Nations at the last meeting of the Security Council.

The publication of final results on January 31 is in the area of the "possible". The latest challenge to the Departmental Electoral Challenges Office (BCED) were heard Friday, January 21, 2011 and any appeals of these decisions before the National Electoral Challenges Office (BCEN) will be the January 24 [according to the CEP]. However this last remains silent as to the dates of publication of these results and the holding of the second round.

By cons, we find Mr. Alain Le Roy, rather optimistic to say that the second round could be held mid-February. Pierre-Louis Opont, the Director General of the CEP stated that the CEP will need at least a month to hold the second round after the publication of final results. A second round in March is much more realistic, given the implementation of the recommendations of experts of the Organization of American States (OAS) and the time allocated to the electoral campaign of the two candidates in the second round.

Recall that the CEP has opened the door to a review of the results of presidential elections, indicating that it would take into consideration a revision of the first round by taking into account the results of the phase of challenge. Remarks that leaves the areas open to all speculations about the meaning of this "consideration"...
