Haiti - Justice : Meeting of the Minister with the Commissioners of the Government of the 18 jurisdictions
On Friday, Heidi Fortuné, the Minister of Justice accompanied by the Director of Judicial Affairs, Me Kébreau Zamor brought together the Commissioners of the Government of the 18 jurisdictions of First Instance of the Republic.

During this working session, he reviewed circulars recently addressed to the Commissioners of the different jurisdictions of the country which emphasize, inter alia, the need for a fierce fight against drugs, prolonged pre-trial detention, noise nuisance and juvenile delinquency.

He also stressed the need for the Commissioners of the Government to ensure that all formalities required for issuing exequatur were respected; of their responsibility committed by the acts of substitutes Commissioners and also the importance of restoring confidence in Justice.

As part of the fight against prolonged preventive detention, Minister Fortuné emphasized the need to make use of the law of May 6th, 1927 authorizing immediate appearance in the Correctional Court, which can help the correctional court to liquidate quickly certain files instead of transferring them to the Investigating Cabinet.

While insisting that the Commissioners of the Government exercise control over the discipline of their substitutes, the Minister has required every prosecutor to report every two months on the various civil and criminal cases dealt with by each substitute of Government Commissioner, saying loudly, "A substitute who does not work, has no place in the system."
