Tuesday at the Ritz Kinam II, on the initiative of the Office of Management and Human Resources (OMRH), Anne-Azam Pradeilles, the Expert of the European Union (EU) in the presence of Josué Pierre-Louis, General Coordinator of the OMRH, Fritz Caillot the Minister of Public Works and the EU Ambassador, Vincent Degert, proceeded to the restitution of the organizational audit of the Ministry of Public Works (MTPTC) carried out during the fiscal year 2016-2017.

This audit reveals a number of institutional weaknesses such as the need for a revision of its organic law dating from 1983. This audit also mentions 12 autonomous bodies under supervision, created over the last 50 years, including organization and operation lead to conflicts of competence mostly by ministries. The report also highlights the gradual dismemberment of the Ministry for the benefit of the autonomous agencies under trusteeship in air and maritime transport, telecommunications, mining and energy, drinking water and sanitation.

Other anomalies reported underline the creation outside the norms of structures like the National Center of Equipments (CNE) by presidential decree, of the Unit of Control and Execution (law on the ratification of a loan agreement) , the Technical Office of the Building (circular).

The European expert observes that, in addition to its political and technical weakening, the MTPTC suffers from a major delay in upgrading its administrative directorate, which is still working on the outline of the 1982 law without having, 12 years later, integrated the recommendations of the decree of 17 May 2005 on the organization of the central administration of the State. The Directorate of Administrative Affairs and Budget has not been set up and the small personnel department has not been transformed into the Directorate of Human Resources.

Later, she notes the absence of a set of structures such as the Directorate of an Information System (DSI), the Directorate of Communication or that of Legal Affairs.

In conclusion, she believes that this audit is an opportunity to be seized on the path of administrative reform, a step that opens promising avenues for the MTPTC and its 12 autonomous bodies under supervision. Stressing that the OMRH will have to strongly support the Ministry's refounding process and the reform of its organic law, a reform that may take several years and will have to be carried out in parallel with the technical activities of a strategic ministry for the development of the country.
