Haiti - Politic : Constitutional amendment, the diaspora wants representatives in Parliament
As part of the amendment to the Constitution, the deputy of Pétion-ville Jerry Tardieu, President of the Special Committee of the Chamber of Deputies, accompanied by Louis-Marie Bonhomme (Anse-à-Fleur), Price Cyprien (Thomazeau), Daniel Letang (Port-à-Piment) and Myriam Amilcar (Saint-Michel de l'Attalaye) recently went to the New York University to meet with several leaders of the Haitian Diaspora of the United Front and other Haitian personalities coming from several American States among others : Charlot Lucien, Charnett Frédérique, Fritz Racine, Jocelyn Mac Calla, Julio Midy, Lesly Kernizan, Luckner Mayas, Marc Joseph et Yves Cajuste.

In a document submitted to the Commission, the United Front of the Diaspora proposes the amendment of more than 50 articles. Among others, the amendment of article 11 of the Constitution which states "possesses the Haitian nationality of origin, any individual born of a Haitian father or a Haitian mother who themselves were born Haitians and had never renounced their nationality at the time of birth. The renunciation of nationality means an official declaration before a Haitian court, in accordance with the law." The Front proposes "Haitian of origin" by "born Haitian" as well as article 61.1 of the amended Constitution which states "The law can create any other territorial collectivity", the United Front proposes to replace with "The law can create any other territorial and virtual collectivity" which would make it possible to have overseas constituencies to elect diaspora leaders as representatives in the Haitian Parliament.

In addition to the United Front amendment proposals, other community leaders and influential people from the diaspora made proposals to the Commission, including on spatial planning and zoning and urbanization legislation.

The deputy Letang assured participants that the meeting was the first in a series with other diaspora organizations and that discussions had already begun with leaders from Florida and the Dominican Republic for a meeting with the Commission before the end of 2017.

Let's recall that the Special Committee of the Chamber of Deputies on the amendment of the Constitution, created in March 2017, has a mandate of 2 years to consult the different sectors of national life who are invited to formulate their positions, concerns and proposals on the Amendment of the Constitution.
