Haiti - Justice : The Minister Fortunate blames the Government Commissioner Dameus

In a blame letter addressed to the Commissioner of Government at the Public Prosecutor's Office of Port-au-Prince, Me Ocnam Clame Dameus, the Minister of Justice Heidi Fortuné accuses him of prejudicial behavior and at least blameworthy in the negligent treatment of certain cases concerning the leniency for prisoners who have already served their sentence.

Letter from the Minister of Justice :

"Me Ocnam Clame Dameus

Government Commissioner

Near the Procuratorate of Port-au-Prince

Subject: Blame

Commissioner,

Referring to the instructions that were given at the end of the last year to the Heads of the various Parquet of the Republic as part of the clemency measure in favor of some inmates, the Ministry I lead comes back to your particular jurisdiction, given the poor handling of files.

It is not without difficulty that, for the majority of the cases that were brought to his attention, it is about people who had finished serving their sanction and that, by the fault of your administration were still kept in prison.

This situation, oh so revolting, tends to defy one of the priorities of the Government in criminal matters, which is to reduce to the lowest, until its eradication, the rate of prolonged preventive detention.

The Ministry, in its mission to ensure the strict application of the criminal policy of the government team and the distribution of a sound and impartial justice, believes it is appropriate to give the warning by duly sanctioning your harmful and at least blameworthy behavior.

Sure that other similar acts will not happen again in the future, the Minister of Justice and Public Security asks you to receive, Mr. Government Commissioner, his greetings.

Heidi Fortuné, Mag

Minister"
