Haiti - Security : Police Training in Major Crisis Management

In response to a request formulated by Michel-Ange Gédéon, the Director General of the National Police of Haiti (PNH), to streamline the procedures to be implemented in the event of a major crisis, a new training session on the management of crisis, organized by the internal security service of the French Embassy in Haiti as part of its cooperation with the PNH has been provided recently for the benefit of law enforcement officials.

Delivered by Honorary Divisional Commissioner Jean Baile, this training was attended by 20 Commissaires and Divisional Inspectors of the PNH, including several members of the Fire and Penitentiary Services. This session was conceived as a "training of trainers" in order to increase the number of its beneficiaries.

Alternating theory, case studies and practical exercises, it allowed to expose the different responses to be given in the event of a major crisis, especially in the face of a natural disaster or a terrorist attack: pre-definition of the management plan, organization of the cell crisis, facilities, equipment, crisis communication, etc...

Declined according to several educational objectives, each theme was supplemented by video illustration modules. At the end of the course, the participants were given an educational kit on USB key including a set of reflex sheets summarizing all good practices in case of need.

Recall that in addition to these thematic trainings, France supports the professionalisation of the PNH through the Program of Support to the Fight against Organized Crime in the Caribbean Region (ALCORCA), which aims to facilitate technical and operational cooperation between Haiti and the Dominican Republic but also Jamaica, Mexico and Cuba to strengthen their capacity to fight against organized crime.
