According to Josué Pierre-Louis, the Director General of the Office of Management and Human Resources (OMRH) intervening on several radio stations of the capital, 81,948 people including contractual (23,429 women 28.6% and 58,519 men 71.4%) are currently working in public administration.

Josué Pierre-Louis believes that the State is under-administered, the public service does not have a sufficient number of civil servants, with 8 per 1,000 inhabitants, citing the neighboring Republic which has 400,000 civil servants (34 per 1,000 inhabitants) of which more than 60% are women.
