He also announced a series of measures to encourage private investment in Haiti to create jobs in a country where over 60% of the workforce is unemployed, a guarantee fund for the recapitalization of the small and medium enterprises in Haiti as well as funds to facilitate the bank credit. Luis Alberto Moreno has reiterated the support of the IDB to the the government's plan to offer free education to all children of Haiti The IDB created at the same time with Spain, a fund of 50 million that could reach $200 million, to prevent the investment risk of the haitian financial institutions. The IDB president has assured that the commitment of the IDB would continue, whatever the winner of the election.
