Haiti - Elections : Diagnosis and proposals for the reform of the electoral system

Following several retreats on electoral reform, the Citizen Observatory for the Institutionalization of Democracy (OCID) presents a new diagnosis of the Haitian electoral system with numerous recommendations in view of carrying out an in-depth reform. This new argument for advocacy for electoral reform, submitted to the Provisional Electoral Council (CEP) was the subject of a Citizen Consultation Workshop in Port-au-Prince on June 13, 2018. It will then be introduced to political actors and civil society in several provincial towns, including Cap-Haïtien, Gonaïves, Les Cayes and Jérémie.

This document was developed by a group of 18 members from different sectors of the Haitian Civil Society, including two former election advisers. Under the direction of Professor Fritz Dorvilier, this group has since February 2018, 7 working sessions to analyze the various problems and challenges that characterize the Haitian electoral system, and then propose solutions likely to reform this system. These working sessions were launched in February 2018.

Designed with the dual aim of harmonizing Haitian civil society positions on electoral issues and mobilizing the necessary support to trigger the imperative reform of the electoral system, this new document analyzing problems and proposing solutions articulated around three main axes:

1) The Devices for implementing elections that include electoral infrastructure, electoral operations, funding, security, observation, civic education, gender equity and accessibility for persons with disabilities;

2) Actors, other than the CEP, involved in electoral processes: Executive, Parliament, Political Parties, International Community, Civil Society Associations and Media;

3) Constitutional and legal norms governing the organization of elections.
