Haiti - Society : Projects for disabled
The Secretary of State for the Integration of Persons with Disabilities (SEIPH), was created on May 17, 2007 through the Ministry of Social Affairs and Labour (MAST) and by presidential decree. Its mission: the integration of disabled people in all spheres of social life. Since the earthquake, the SEIPH works with many partners in the implementation of several projects that benefit disabled Haitians.

Current project:


Haitian-Brazilian Institute of Rehabilitation :
Project cost: $ 8.25 million
Expected project duration: 3 years
Financing: Governments of Haiti and Brazil

Creation of a Haitian-Brazilian Institute of Rehabilitation in this dynamic of reconstruction and in order to guard against any further aftershocks, the SEIPH, with technical and financial support from the Brazilian government and in partnership with the Ministry of Health Public and Population (MSPP), intends to create a Haitian National Institute for the Readaptation or the Rehabilitation of Persons with Disabilities. Of university level, this institute will have for essential mission to train professionals, managers imbued with disability issues and offer services in readaptation to the people. and of services will be a space for research on this problem in the country.

Paratransit :
Project cost: $ 5 million
Expected project duration: 5 years
Funding: SEIPH, National Old Age Insurance (ONA), Christian Blind Mission (CBM), Project Hope

Implementing a project of of transportation. Disabled people face serious mobility problems due to the fact that our transit system does not take into account of them. To solve this specific problem and set the tone, the SEIPH, together with its partners will launch a pilot bus adapted to improve the quality of life of these people and promote their autonomy through the implementation in a phased manner, of a national system of transportation.

Strengthening of the policy and institutional capacity of the government agents:
Project cost: $ 345.375
Expected project duration: 12 months
Financing: Governments of Haiti and Brazil

Strengthening of the policy and institutional capacity of the government agents in order to promote and defend the rights of persons with disabilities. This project is subject to a basic agreement on Scientific and Technical Cooperation between the Government of the Federative Republic of Brazil and the Government of the Republic of Haiti. It aims to stimulate a concerted action to strengthen the response capacity of the state and the Civil Society organized for the construction of a society more egalitarian and humane that highlights the rights and duties of persons with disabilities .

National Education Plan Massive for the persons with disabilities:

Expected project duration: 3 months
Funding: SEIPH, CBM

Elaboration and implementation of a national mass education for the persons with disabilities. The situation of young concern. Very few children with disabilities have access to schools [approximately 4%]. In order to solve this problem, the SEIPH organized a workshop with all stakeholders in the haitian education sector. including those operating in the special field in order to lay the basis for the elaboration of a five-year strategic action plan for mass education of disabled children. This is done in partnership with the Ministry of National Education and Vocational Training (MENFP)

In addition, the SEIPH considering several other key actions:

Together with the Haitian Institute of Statistics and Informatics (IHSI) and with technical support from the IBGE of Brazil, the SEIPH intends to achieve a national survey on disability issues to lead to reliable data, both quantitative and qualitative information on the disabled population of Haiti.

Implementation of a National Solidarity Fund for Integration and Autonomy of Persons with Disabilities. One of the greatest perspectives of the SEIPH is to arrive to set up a National Solidarity Fund for Autonomy and Integration of Persons with Disabilities. This fund will be fueled not only by the public purse but also by other sectors of national life and also by the Haitian diaspora.

Finally, the SEIPH will continue as part of the Haiti-Colombian cooperation the following elements:

  • Apprenticeship training and in interpretation of sign language / set up of a committee of multidisciplinary research to arrive at the codification of a haitian sign language.
  • Institutional strengthening / Mentoring project pilot for three associations and a network of associations working in the disability field.
  • Development of disability sport and with all relevant stakeholders (Ministry of Youth, Sports and Civic Action, Paralympic Committee, Special Olympic Committee, Haitian Football Federation...)
