Haiti - Politic : $27M to replace new equipment !

After an investment of several million US dollars less than 3 years ago for the purchase of new and modern equipment to increase the production of National Identification Cards (CIN) in Haiti, we learn in a note of the Ministry of Justice that these equipment according to a diagnosis made in 2017, no longer meet the requirements, are victims of major problems and are virtually unusable by the Office National Identification (ONI). The Ministry notes that it is "important today to modernize the national identification system and make it functional to enable the state to identify and authenticate its citizens while ensuring better control on its territory."

Yet in March 2015, Jean-Baptiste F. Saint-Cyr, the Director General of ONI had explained "that the CIN are no longer produced abroad but in Haiti and that the purchase of new equipment has allowed increase production from 8,000 to 10,000 cards a day. To remedy the current situation, a new contract of 27.7 million was signed with the German firm Dermalog to set up new equipment. Note that the project of the Government of modernization of the national identification system has not yet been approved by the Superior Court of Accounts and Administrative Litigation (CSC/CA), yet the German firm has already received 8.2 million.

New investment that the Ministry of Justice justifies explaining in its note "[...] identification technologies evolve very quickly. Due to the growing need to secure identity documents, technological solutions have a very limited life span. The associated equipment and materials are rapidly becoming obsolete."
