"Ladies and gentlemen
My dear compatriots,

I have been able, in other circumstances, to thank the Government Jack Guy Lafontant for having put himself at the service of the Nation, in a context - we must not be afraid to say it - where serving the Republic becomes a dangerous exercise, punctuated by accusations of all kinds, coming from all over the world, thus discouraging many citizens from serving the Republic.

I wish to express again, in the name of the Republic and the principles that have made it one of the least bad forms of government that a people can give themselves, all my gratitude to all those who have accepted to serve the Fatherland.

It is undeniable that those who have led Haiti have not always been in a position to dispel suspicion about the public actions they undertake or have undertaken on behalf of all.

Today the exemplarity of those who lead or aspire to direct the destinies of the Haitian nation is an absolute necessity. It is about our credibility, the confidence of citizens in the state and the sustainability of the Republic.

Mr. Prime Minister,

I chose you to lead the Government according to your human qualities, your love for Haiti, your ability to materialize my campaign commitments to meet the needs of the people. I chose you because you have faith in the future of the Fatherland.

On behalf of the Haitian people, I take this opportunity to express my gratitude to the parliamentary assemblies, the Senate and the Chamber of Deputies, who have expressed their confidence in your general policy.

The government that you have set up, wanting to be inclusive, is the result of a series of consultations that have been going on for more than two months with a very large number of political and socio-professional groups in the country. You could not meet all expectations. It is physically impossible to form a government with all the sectors that manifest themselves to take part, the permanent dialogue with all sectors of the national life will have to be your compass to facilitate the widest possible participation of the organized groups in the decisions which concern the life of the Nation.

My dear compatriots,

Several files are waiting for the new government. As I explained in my message of Prime Minister Jean Henry CEANT to the nation and included in the statement of the general policy statement presented to Parliament, Prime Minister CEANT must allow the nation to see clearly what has happened in the use of PETROCARIBE funds. The people are asking for explanations on the use of this money. The competent services of the State, notably the Central Financial Intelligence Unit (UCREF), the Anti-Corruption Unit (ULCC), the General Inspectorate of Finance (IGF) will be mobilized on the PETROCARIBE file. Besides the work of the Court of Auditors and Administrative Litigation, it is up to these technical services of the State to provide answers to the request for explanation of the population.

Institutionally, the State must provide answers to the PETROCARIBE file. I ask people to remain calm and wait for the results of the work of the relevant institutions. We must avoid making amalgams so that honest citizens are not victims or unjustly indexed in the PETROCARIBE file.

The State is there to guarantee everyone the right to life and honor. This is why, at the institutional level, the State must treat the PETROCARIBE dossier with the necessary rigor and give explanations to the citizens.


In search of a better-being, the Haitian people demand more justice. More social justice, more economic justice, more transparency and rigor in the management of public funds. The Haitian youth wants to recover faith, confidence in the future. Accountability must now be a principle that can not suffer from any derogation. There can be no excuses, no extenuating circumstances for those who have mismanaged state resources.

No development is possible without justice. The greatness of a nation depends on the quality of justice. Justice must act independently. I ask your government to facilitate a fair and equitable distribution of justice.

Ladies and gentlemen,

If we do not say it, no one will say it for us. If we do not do it, no one will do it for us. Haiti has everything it needs to live up to the glorious history forged by the heroes of 1804. Haiti has the resources necessary for its development. Remember, we have capable men and women, we have fertile lands under a mild climate, we have water resources. Haiti, this sacred land that has been bequeathed to us is rich in all aspects, we have the responsibility to exploit the resources it has to improve the well-being of its citizens If we do not say it, no one will say it for us. If we do not do it, no one will do it for us. Haiti has everything it needs to live up to the glorious history forged by the heroes of 1804. Haiti has the resources necessary for its development. Remember, we have capable men and women, we have fertile lands under a mild climate, we have water resources. Haiti, this sacred land that has been bequeathed to us is rich in all aspects, we have the responsibility to exploit the resources it has to improve the well-being of its citizens and to ensure that they live in honor and dignity.

The sites waiting for you are difficult but exciting. They have been listed in other circumstances. By taking the right steps, we can sustainably and positively change the living conditions of the population. You must succeed in :

  • find and sign with the private business sector a pact for jobs and inclusive growth ;
  • find a sustainable solution to the minimum wage issue ;
  • enable the country to have universal and compulsory medical insurance ;
  • accelerate ongoing work in the field of infrastructure (energy, agricultural, road, hydraulic, etc.) ;
  • find the appropriate financial mechanism for the construction of the missing classrooms so that all school-aged children attend school in good conditions and remain there ;
  • to supervise and continue the work undertaken in the framework of the reform of the State ;
  • strictly apply the decree on the reduction of the lifestyle of the State ;
  • take appropriate measures to resolve social crises in neighborhoods ;
  • improve the working conditions of the security forces and ensure that the new army under construction is mobilized in the vast site of environmental rehabilitation ;
  • strengthen social programs ;
  • make the tabling in Parliament of the finance bill 2018-2019 as soon as possible.

These are, among others, the files on which your Government is expected and which it must address with diligence.

Mr. Prime Minister, I have noted that your general policy statement accurately reflects these orientations recalled above and is in line with my commitments to the Haitian population summarized in the seven (7) priorities of my five-year term. The latter must primarily serve as a compass for the work of the government.

Mr. Prime Minister,

Ladies and Gentlemen, Ministers and Secretaries of State,To all members of the Government, I wish you every success in the accomplishment of your respective missions which are exclusively in the interest of the people and the Republic. The exercise coincides with an election year of great importance for the future of the Nation. Each one of them must work for the organization of elections, transparent, honest and democratic.

The time has come to consolidate the pillars of our Republic. The time has come to reconnect with the traditions and deep values of our country. The union is strength, it is necessary to gather Haitians around an ideal of progress and fraternity. We need national unity to address issues of social concern, peace to succeed economically, and security to triumph collectively. In this mobilization for national redemption, we must arm ourselves with the strength of the spirit to guide the people and mobilize their energy in projects and activities that give meaning to their lives.

The government must create the conditions for decent investment and job creation to free us from chronic dependency, because it is through work that we can bring material comfort to our people.

Uniting in diversity is a national imperative. At the crossroads where the country is today, every Haitian must make the effort to create the conditions for a lasting peace. I support all the initiatives advocating national unity and harmony because I want a united Haiti so that we all can work for the economic and social development of our country, write a new page in our history and turn our backs definitively on the led egoists that only darken the national destiny. The rule of law we want is the matter of all citizens.
