Haiti - Education : Control of teachers in schools
As part of initiatives to improve the governance of the education sector, in particular in public schools, the Ministry of National Education has set up a bipartite ad hoc committee of control and supervision of the management of human resources in public schools, composed of representatives of the Ministry and teacher unions.

The Commission's mandate is to compile a documented file, by department and by school, all the cases of teachers who have not yet been appointed in order to propose them for appointment to the competent authorities.

Specifically, this Commission must allow the Ministry to:

  • Have accurate information on each case of teacher awaiting appointment;
  • Identify cases of corruption concerning the nomination files submitted;
  • Provide an urgent and organized response to this problem, which undermines the good functioning of public schools.

The Commission will start its investigation during this month of November 2018 in the 10 school districts and will submit its final report to the relevant authorities no later than mid-December of this year. In order to progress more quickly in the process of appointing staff on standby, progress reports will be provided to Ministry officials whenever work is completed in a department.

Note that this Commission, which has all the necessary freedom of action to carry out its work in the field, reports directly to the Minister of Education Pierre Josué Agénor Cadet and works under the supervision of Meniol Jeune, the Director General of the Ministry.
