Haiti - Politic : The solution of Deputy Tardieu to get the country out of chaos
"Given the gravity of the current economic and political crisis, faced of growing specter of chaos, the urgent need for a genuine national dialogue is now recognized by all," remind the Pétion-ville deputy Jerry Tardieu.

[...] Never the institutions of our country been so inefficient and vassalized. This situation is the result of the accumulated failures of governance and today the obvious failure of President Jovenel Moïse who should be the first guarantor of our institutions. The trust between the population and the President of the Republic is broken today. The trust between the population and our ruling elites and institutional authorities is broken [...] Despite this evidence, the moral authorities and the forces of the country seem paralyzed [...] Everyone knows that it has come time to gather the forces to build a national project, but we are still far from consensus on the best way to do."

Deputy Tardieu asks himself "What is left of us as a realistic option to get out of chaos "? Recalling that "[...] consultations that have multiplied at the highest level of the State, come out rumors that hold the national opinion in suspense. The responsibility of the current State leadership is dramatically engaged. All eyes are on the President and wait for him to make the patriotic gesture that can prevent the country from capsizing in complete anarchy [...]"

To avoid the worst, Jerry Tadieu proposes his solution to get the country out of chaos :

In the coming hours, the Prime Minister should convene the forces of the country, the opposition (including in its most radical branch), political parties to find a political agreement that will pave the way for the formation of a new openness government and the detailed agenda of a true sovereign national conference. The Prime Minister will have to accept all the resolutions of this agreement even when these include the departure of the government as a whole. The national conference should include, among others :

  • The establishment of a roadmap of the government of public safety composed of personalities known for their competence and success in their respective sectors. It will have to include the major reforms today more than necessary;
  • The establishment of conditions for a thorough, transparent and serious investigation into the PetroCaribe case in order to reach a trial to expose and punish the guilty of the squandering of public funds;
  • Reflection on constitutional reform. Again, we would not leave anything. Serious work already exists. Those of the Louis Joseph Chair, Haitian constitutionalism of Quisqueya University, that of the Working Group on the Constitution set up by René Préval, those of the Special Commission on the amendment of the Constitution of the Chamber of Deputies.

Deputy Tardieu is aware that it will not be easy to find the right formula for this Conference because of the forces and personalities with multiple interests that we propose to call. But for him, there is no other option to tackle pressing issues : a long-term national project with clear proposals.
