Haiti - Education : Strike in some DDE, the Minister deplores a systematic practice
Pierre Josué Agénor Cadet, the Minister of National Education notes with amazement that a strike movement has been started by the administrative staff in certain Departmental Directorates of Education (DDE) in order to claim a salary alignment, following the increase of the salaries of the staff of the Fundamental Schools of Application Pedagogical Support Centers (EFACAP).

While respecting the right of any agent to assert their claims, the Minister deplores this systematic practice of work stoppage of these public agents, which affects the quality of the services offered to the population whereas there exist other mechanisms of social dialogue and administrative channels to solve certain problems related to the functioning of the institution.

Faced with this situation, the Ministry of National Education recalls and specifies :

"The work stoppage currently observed has no real basis because the reasons given are not justified;

The EFACAP staff are part of the Ministry's teaching staff, not the administrative staff, although at the outset of the EFACAP's creation, the teachers assigned to them had a special status, which was currently corrected;

The salary alignment of the administrative staff of the DDE with the central directorates as well as the salary adjustment and promotion which certain officials of the Ministry were introduced by Minister Cadet himself to government authorities who accepted the principle. All files were sent to the Office of Human Resources Management (OMRH) and the Ministry of Economy and Finance for the necessary follow-up. The delay is due to a lack of availability of resources that prevents the finalization of this file;

The salary adjustment concerns both the administrative staff in the DDE and in the Technical Departments. This is not a problem related to a particular department;

Only teaching staff benefited from recent appointments and promotions. Given the meager budgetary resources, the Government gave priority to teachers;

The request of the administrative staff is already taken into account and sent to the authorities concerned for further action. It's just a question of time.

As a result, the Ministry invites the striking agents to show patience and understanding so as not to penalize the population must be provided the public service to which they are entitled and for which the agents are paid every month, waiting for the adjustment. "
