Haiti - Elections : Electoral monitoring mission of the European Union

At the invitation of the authorities of Haiti and in accordance with the commitment of the European Union (EU) for the improvement of electoral processes and support for democracy, Elena Valenciano, Head of the European Union Electoral Observation Mission (EOM / EU) in 2015 carried out a follow-up mission to Haiti of the 22 recommendations issued at the end of the electoral cycle of 2015 and 2016 https://www.haitilibre.com/en/news-20891-haiti-elections-important-european-recommendations.html

During her stay Ms. Valenciano was able to meet with President Jovenel Moïse, Deputy Speaker Gary Bodeau, Speaker of the Lower House, Joseph Lamber, Speaker of the Senate, members of the Primature, representatives of political parties and the Electoral Council Provisional, representatives of the Civil Society as well as the international community and other election observation missions.

During these meetings, she took note of the progress made, in particular on draft laws on electoral matters, which incorporate most of the recommendations of EU electoral missions, but also the existence of technical and financial challenges in the context of the next elections in October 2019 for the renewal of one-third of the Senate and the entire Chamber of Deputies.

She welcomed the report of the Special Committee on the amendment of the Constitution of the Chamber of Deputies which proposes to simplify the electoral calendar and to stabilize the functioning of constitutional powers. Valenciano reiterated the importance the European Union attaches to the respect of the electoral cycle and its periodicity as a guarantor of both institutional stability and the expression of the will of the population.

This electoral monitoring mission resulted in a report that was shared with the authorities in order to draw all the lessons learned from the previous electoral cycle to improve the organization of the next elections.
