Haiti - Travel advice : Canada reduces the level of risk in Haiti, but...

On Thursday, January 10, Canada updated its travel advisory to Haiti of November 17, 2018 https://www.haitilibre.com/en/news-26129-haiti-alert-advice-to-canadian-travelers-in-haiti.html and reduced the level of risk by adding the sentence "Exercise a high degree of caution in Haiti due to civil unrest throughout the country."
This sentence means according to the Canadian Government "There are identifiable safety and security concerns or the safety and security situation could change with little notice. You should exercise a high degree of caution at all times, monitor local media and follow the instructions of local authorities."
